PDPRP Technical LBC Goto Bench Routine

Once LBC has determined it is time to go to another bench, it calls this routine. Here is what it does:

Send move command out Digital I/O card to Hardware Lightbeam Controller
Make sure light got there- return error value if not
Here is where I would add filter control stuff
Turn color of new bench name in GUI red
Wait for telescopes to stop moving
If this is a host-controlled bench, tell host computer it has the light
Set timers - either for when dwell is over if dwelling, or when next cycle should start, if not
